The Committee on Roads and Transportation moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4031 -- “A BILL to amend and reenact §17A-3-10, §17A-3-13 and §17A-9-2 of the Code of West Virginia, 1931, as amended, relating to requiring the Division of Motor Vehicles to develop and issue motor vehicle registration cards in an electronic format for use as proof of current registration of the vehicle; allowing the use of the registration card in electronic format to be carried in the motor vehicle and displayed to law enforcement as proof of current registration of the motor vehicle.
